That date is the dividing line between these rules and the 1979 rules that Rule 73 repealed.
It is not, however, the date of the text you are reading. The rules have been amended many times since — this site notes several places where the official English compilation lags behind the Spanish because a later amendment had not been translated when it was prepared.
