Rule 3 has no text of its own. It is the label over a group, and the group answers two different questions that are easy to confuse.

The first is jurisdiction — whether a Puerto Rico court has power at all. Rule 3.1 answers it, and the answer is expansive: any matter arising within the territorial limits, and any person with constitutionally sufficient contact.

The second is venue — which part of the Court of First Instance should hear it. Rules 3.2 through 3.6 answer that, and the striking feature of Puerto Rico practice is that getting venue wrong is not fatal. Rule 3.2 says so outright: no case is dismissed for being filed in the wrong part. It gets transferred instead.

La Regla 3 no tiene texto propio. Es el rótulo de un grupo, y ese grupo contesta dos preguntas distintas que suelen confundirse.

La primera es la jurisdicción: si el tribunal de Puerto Rico tiene autoridad. La contesta la Regla 3.1, y la respuesta es amplia: todo asunto que surja dentro de la demarcación territorial, y toda persona con contactos suficientes según la Constitución.

La segunda es la competencia: qué sala del Tribunal de Primera Instancia debe verlo. Lo contestan las Reglas 3.2 a 3.6, y lo notable de la práctica puertorriqueña es que equivocarse de sala no es fatal. La Regla 3.2 lo dice sin rodeos: ningún caso se desestima por haberse presentado en la sala equivocada. Se traslada.

Jurisdiction is the court’s power to decide at all and cannot be waived — Rule 10.8(c) requires dismissal whenever subject-matter jurisdiction is missing.
