Four rules sit here and they share one idea: everything filed and everything said in court is a representation, and someone answers for it.
Rule 9.1 attaches a certification to the signature and provides for sanctions. Rule 9.2 governs an attorney assuming representation and, harder, withdrawing from it. Rule 9.3 gives the court its power over the conduct of attorneys — including the striking provision that appearing unprepared can itself obstruct the administration of justice. Rule 9.4 sets out the five requirements a self-represented person must meet, and keeps them under the same sanctions.
Rule 9.3 is the reference point for the others. Both Rule 9.1 and Rule 9.4 send you back to it for the sanction.
