The court shall be deemed always open, within the schedule established by the Supreme Court, for the purpose of filing any paper, issuing and returning process, and issuing any pertinent order.
El tribunal se considerará siempre abierto, dentro del horario que fije el Tribunal Supremo, para los fines de presentar cualquier escrito, expedir mandamientos y devolverlos diligenciados, y dictar cualquier orden pertinente.

The court shall be deemed always open, within the schedule established by the Supreme Court, for three purposes: filing any paper, issuing and returning process, and issuing any pertinent order.
"Always open" is a legal fiction with a practical point: no filing is untimely because the court was not in session, and no order is invalid because it issued outside a sitting. The qualifier — within the schedule established by the Supreme Court — is what makes it workable, and it points to the administrative rules that set actual hours.
Rule 65.1 does the concrete version of this for the clerk’s office, which is open on business days except Saturdays, Sundays and legal holidays, and may be opened outside that schedule by administrative rule or order.
