§ 100B.001.Definitions

Four definitions for the second chapter numbered 100B, enacted in 2025 alongside the crowdfunding one.

"Artificial intelligence" means a machine-based system that can, for a given set of explicit or implicit objectives, make predictions, recommendations, or decisions that influence real or virtual environments.

That is the definition used in federal policy instruments and increasingly in state legislation, and it is technology-neutral by design.

"Artificially generated media" means an image, an audio file, a video file, a radio broadcast, written text, or other media created or modified using artificial intelligence or other computer software with the intent to deceive.

Two features matter. The definition covers written text and audio, not only images and video — which is what reaches the voice-cloning and generated-correspondence frauds this chapter addresses. And "or other computer software" means the material need not involve AI at all.

The intent to deceive is built into the definition itself, so media created without it is not artificially generated media for this chapter however it was made.

"Phishing communication" means an attempt to deceive or manipulate a person into providing personal, financial, or identifying information through e-mail, electronic communication, or other digital means.

"Financial exploitation" takes its meaning from the Finance Code, which defines it in the context of protecting vulnerable adults from financial abuse.
