Pleadings, requests, and motions shall be written in Spanish or English. Pleadings that must be signed by a party or another person who does not speak Spanish or English may be drawn in said party or person’s native language, as long as they are accompanied by the necessary copies in Spanish or English. It shall not be necessary or mandatory to translate documents written in English. However, in such cases in which the service of justice so warrants, or when the translation of the documents is necessary for the fair adjudication of the case, or in the case any of the parties so requests, the Court shall order the translation of all pleadings, motions, or documents requested.
Las alegaciones, solicitudes y mociones deberán formularse en español o inglés. Aquellos escritos que deba suscribir una parte u otra persona que no conozca el idioma español o el idioma inglés, podrán formularse en el idioma vernáculo de dicha parte o persona, siempre que se acompañen de las copias necesarias en español o inglés. No será necesario ni obligatorio la traducción de documentos presentados en el idioma inglés. No obstante, en aquellos casos en que la justicia lo amerita o cuando la traducción de los documentos presentados resulte indispensable para la adjudicación justa del caso o en los casos en que alguna de las partes así lo solicite, el Tribunal deberá ordenar que las alegaciones, mociones o documentos solicitados sean traducidos.

This is where Puerto Rico’s bilingualism becomes a rule of procedure rather than a fact about the island. Pleadings, requests and motions are written in Spanish or English — the choice is the filer’s.
The rule then reaches past both languages. A pleading that must be signed by a party or another person who speaks neither Spanish nor English may be drawn in that person’s native language, provided the necessary copies in Spanish or English accompany it. The person signs something they can read.
The default on translation runs the other way from what people expect: it is not necessary or mandatory to translate documents written in English. The court orders translation only where the service of justice warrants it, where a fair adjudication needs it, or where a party asks — and that last ground means any party can put the question to the court.
Aquí el bilingüismo de Puerto Rico se convierte en regla procesal y no solo en un hecho de la isla. Las alegaciones, solicitudes y mociones se escriben en español o en inglés, a elección de quien presenta.
La regla va después más allá de ambos idiomas. La alegación que deba firmar una parte u otra persona que no hable español ni inglés puede redactarse en su idioma nativo, siempre que la acompañen las copias necesarias en español o inglés. La persona firma algo que puede leer.
La norma sobre traducción va al revés de lo que se espera: no es necesario ni obligatorio traducir los documentos escritos en inglés. El tribunal ordena la traducción solo cuando el servicio de la justicia lo amerite, cuando haga falta para la adjudicación justa, o cuando alguna parte lo solicite; y ese último fundamento permite a cualquier parte plantear la cuestión.
