When a pleader fails to set up a counterclaim through oversight, inadvertence, or excusable neglect, or when justice so requires, the pleader may, by leave of court, set up the counterclaim by amendment.
Cuando la parte que presente una alegación deje de formular una reconvención por descuido, inadvertencia o negligencia excusable, o cuando así lo requiera la justicia, dicha parte podrá, con el permiso del tribunal, formular la reconvención mediante una enmienda.

This is the rescue provision for Rule 11.1, and it names four grounds: oversight, inadvertence, excusable neglect, or simply that justice so requires. The last one is open-textured on purpose.
The route is amendment by leave of court, which puts Rule 13.1 alongside this one — and Rule 13.1 says leave shall be freely given when justice so requires. Read together, the two rules make adding a forgotten counterclaim genuinely available rather than theoretical.
What the rule does not do is make it automatic. Leave is required, and the further into the case the request comes, the more the court will weigh the disruption against the reason for the omission. If the counterclaim was compulsory, the argument for allowing it is stronger, because the alternative may be that the claim is lost entirely.

La vía es la enmienda con permiso del tribunal, lo que pone la Regla 13.1 junto a esta, y la 13.1 dispone que el permiso se concederá liberalmente cuando la justicia lo requiera. Leídas juntas, hacen que añadir una reconvención olvidada sea realmente posible y no teórico.
Lo que la regla no hace es volverlo automático. Hace falta permiso, y mientras más avanzado el caso, más pesará la interrupción frente a la razón de la omisión. Si la reconvención era obligatoria, el argumento para permitirla es más fuerte, porque la alternativa puede ser perder la reclamación del todo.
