Payment is due by September 1 of the year the appropriation is made. The comptroller pays each claimant and the disbursement unit by that date, so the money moves as the new fiscal year opens.
This section is the backstop, not the ordinary route. Section 103.151 pays an approved claim within 30 days when appropriated funds are on hand, and sends a claim here only when they are not.
The delay is the cost of paying out of the treasury. A claim approved just after a session closes can wait for the next one, which is why the reporting duty is written as a hard date instead of a request.
Subsection (c) was repealed in 2009 and the repeal took effect that September 1.
