The court may order the appearance of persons subject to its jurisdiction who, though not indispensable, should join as parties if complete relief is to be accorded among those already parties to the action.
El tribunal podrá ordenar la comparecencia de aquellas personas sujetas a su jurisdicción quienes, a pesar de no ser partes indispensables, deban ser acumuladas si se ha de conceder un remedio completo a las personas que ya sean partes en el pleito.
What this rule doesQué hace esta regla
One sentence covering the middle ground between "must be joined" and "irrelevant."
Three conditions. The person must be subject to the court’s jurisdiction. They must not be indispensable — Rule 16.1 handles those. And they should join if complete relief is to be accorded among those already parties.
That last phrase points the rule at the existing parties rather than the absent one. The question is not whether the newcomer would benefit, but whether the people already in the case can be given a whole remedy without them.
The power is discretionary — may order — and it belongs to the court. A party wanting someone added can also use Rule 18, which lets parties be dropped or added on motion or on the court’s own initiative at any stage.

Tres condiciones. La persona debe estar sujeta a la jurisdicción del tribunal. No debe ser indispensable: de esas se ocupa la Regla 16.1. Y debe convenir su acumulación para conceder un remedio completo entre quienes ya son partes.
Esa última frase apunta la regla hacia las partes existentes, no hacia la ausente. La pregunta no es si la persona nueva se beneficiaría, sino si a quienes ya están en el pleito se les puede dar un remedio entero sin ella.
La facultad es discrecional —podrá ordenar— y es del tribunal. Quien quiera que se añada a alguien puede también acudir a la Regla 18, que permite eliminar o añadir partes a solicitud o por iniciativa propia en cualquier etapa.
