Rule 3.Construction of Rules

Last verified June 28, 2026

In one sentenceRule 3 is a reading convention: unless a rule says otherwise, words in one tense, gender, or number also carry the others, so a rule written in the singular still covers the plural, and the same holds for tense and gender.

Plain-English Summary

Rule 3 keeps the rulebook from having to spell out every variation. Unless a rule expressly says otherwise, a word in the past, present, or future tense includes the other tenses; a word in the masculine, feminine, or neuter gender includes the others; and a word in the singular includes the plural, and the reverse.

The effect is invisible but constant. When a rule refers to “a party” or “the defendant,” Rule 3 is why it reads naturally to cover several parties or defendants without separate wording.

Frequently Asked Questions

What does Rule 3 change in practice?

Nothing about substance — it is an interpretation aid. It tells you to read tense, gender, and number flexibly unless a rule clearly means only one.

If a rule says “defendant,” does it cover multiple defendants?

Yes. Under Rule 3 the singular includes the plural unless the rule expressly limits it, so “defendant” reads to cover one or more.
