Rule 8:1.Scope.

Part Eight opens by fixing its own reach. Its rules apply to all proceedings in the juvenile and domestic relations district courts — the courts that handle delinquency, children in need of services and supervision, custody and visitation, support, protective orders, and the other family matters the Code assigns them.

That single sentence does real work. The juvenile and domestic relations district courts are courts of limited jurisdiction, and their practice differs from circuit court practice under Part Three and from general district court practice under Part Seven A. Saying that Part Eight covers everything filed in these courts settles which body of procedure a practitioner reaches for first.

Part Eight does not sit alone. Several of its rules point outward — to Rule 1:17 for electronic filing, to Part Four for discovery, to Rule 3A:11 and Rule 7C:5 for discovery in delinquency and adult criminal matters. The scope rule establishes the starting point, not an enclosure.
