Registration is the gate. Complete the online registration form, request a login, and execute the user agreement, and you are an authorized filer. The form asks for information sufficient to establish that you can send and receive electronic filings and court notices, because the whole system runs on email. Once the system has what it needs, it emails an activation link and login information.
Section (2) lists what every filer agrees to as a condition of access: register for access, comply with the registration conditions while using the system, maintain one or more operative email addresses for system notifications and for electronic service where the filer has consented to it in an action, and furnish the information the court needs for case processing.
The email requirement carries more weight than it looks. Receipt confirmations, acceptance notices, rejection notices, and served documents all arrive that way. A filer who lets an address go stale can miss a rejection, and with it a deadline, without ever knowing a filing failed. Keeping the address current is a condition of access, not a courtesy.
