Plain-English Summary

Section 1350 ties the emergency-warrant process back into the standard habeas corpus framework. The officer executes the warrant by bringing the person named in it before the court or judge.

From there, the same return and proceedings apply as in an ordinary writ of habeas corpus - the statute doesn't create a separate track once the person is produced.
