§ 1580.Power of Controller to Make Rules and Regulations

This short section supplies the rulemaking foundation for everything else in the chapter. Rather than spelling out every procedural detail in the statute itself, the Legislature gives the State Controller general authority to make the rules and regulations needed to carry the chapter's provisions into effect.

That authority is what lets the Controller fill in the operational gaps found elsewhere in this article and the ones before it: things like the third-party auditor guidelines in Section 1571, the dispute procedures for examinations, and the forms and guidelines the Voluntary Compliance Program in Section 1577.5 depends on.
