Can certified mail be used instead of registered mail under the Code of Civil Procedure?
Yes. Section 11 treats certified mail as sufficient compliance with any code requirement for notice by registered mail.
Does Section 11 excuse a notice requirement entirely?
No. It only substitutes certified mail for registered mail where the code calls for the latter; some form of mailed notice is still required.
