Section 12 of the Act approved May 16, 1923, P. L. 207, No. 153, 53 P. S. § 7181, insofar as it relates to intervention in proceedings to enforce municipal claims and tax liens, is suspended in accordance with the provisions of the Con- stitution of 1968, Article V, Section 10(c).
