Plain-English Summary
New Jersey gives each case a home judge for its pretrial life. At filing, the action is assigned to a designated judge who handles the pretrial motions and management conferences through the end of discovery, which Rule 4:36-2 fixes. Once discovery closes, later applications go to the Civil Presiding Judge or a designee.
The assignment is firmer in the most demanding cases. In Track IV and general-equity matters, the managing judge also tries the case where practicable and absent exceptional circumstances, so the judge who has shepherded the case sees it through to trial.
