§ 1299.2.Applicability of Title

After laying out its purpose, the title needs to say who it covers, and this section keeps the answer simple: it applies to all employers of firefighters and law enforcement officers.

That broad sweep matches the intent described in the preceding section, reaching every public employer of these workers rather than singling out particular cities or agencies. The later sections in this title narrow that coverage in specific ways, most notably the exemption in Section 1299.9 for certain charter employers with their own established arbitration procedure.
