§ 1298.8.Effective Date of Title

New disclosure and formatting rules for arbitration clauses do not spring into effect the moment a bill is signed; this section supplied the runway. It made the title operative on July 1, 1989, and applies only to contracts and agreements entered into on or after that date.

Contracts signed before that operative date follow whatever rules were in place when they were made, while every real estate contract or agency agreement signed afterward has to meet this title's notice and formatting requirements. The delay gave the industry time to update standard forms before the new requirements took hold.
